At the 14th Conference of the Parties (COP14) of the Basel Convention, governments voted to restrict plastic scrap exports by requiring signatory countries to obtain prior informed consent before exporting contaminated or mixed plastic scrap. The new restrictions, which will take effect in January 2021, will be legally binding on the 187 parties to the convention and will have a lasting impact on the global circular economy for plastics. Our panel of experts will examine the likely impact of these restrictions on the environment, the recycling industry, and global companies, as well as how the Basel Convention legal framework can support implementation and enforcement of these new measures.
