How does D.C. collect liens against estates and in personal injury cases? Medicaid recovery endeavors are important to the financial health of the District. The District's Medicaid program, operated by the Department of Health Care Finance (DHCF), is funded by the federal government. If the District fails to properly recover Medicaid funds, the federal government could cease funding the D.C. Medicaid program. The training will address frequently asked questions relating to third party liability, estate and probate law, enforcement exemptions, special needs trusts, small claims litigation, and civil litigation.
