On April 15, 2019, the comment period will close on the proposed rule entitled “Revised Definition of ‘Waters of the United States,’” promulgated by EPA and the U.S. Army Corps of Engineers.  The proposal would narrow the extent of Clean Water Act jurisdiction as compared to the definitions of “Waters of the United States” adopted in 2015 and 1986.  Our panel of experts will discuss the proposal and its effects, as well as offer their perspectives on its merits and legal defensibility.
